Al Pangelinan is the Senior Advisor of the IV&V Institute, Inc. He has over 25 years of Information Technology experience and over 15 years of IV&V experience on various multimillion-dollar enterprise State projects. Mr. Pangelinan has strived to create a certification authority for IV&V since 2006 to ensure that IV&V consultants possessed the right skillset to add value to projects.

Corinna is a Senior Product Manager at the State of California, Department of Technology. She has 30 years of experience as a Program, Project, and Operations Manager. Corinna has served in several industries, such as software development, healthcare, government, insurance, retail, and banking.
Cornelius Brown
Board Member
Cornelius is an Educator at Sierra College and Consumnes River College. He has 10 years of strategic decision making and planning. Cornelius has served in several industries including healthcare, higher education, non-profit, agriculture, and hospitality.
Delden Fane
Board Member
Mr. Delden Fane is a Senior Advisor at Fiserv with over 30 years of Information Technology (IT) experience transforming Health and Human Services (HHS) policies, processes, and systems. Delden’s wide range of IT roles include the following: software developer, small business owner, state government executive, project manager and IT consultant. Presently Delden focuses on conducting Independent Verification and Validation technology assessments for HHS and Medicaid Enterprise System (MES) Modernization Projects.
Ghenadie Ciornii
Board Member and Chief Technology Officer
Ghenadie is a Business Intelligence Specialist at U.C. Davis Medical Center. He has over ten years of experience with system/data analysis and application development. Ghenadie specializes in leading the design and development of web based business solutions that leverage Microsoft and Open Source tool sets and technologies.
Jamie Spagner

Jamie is an IV&V Consultant and IPOC at Grant Thornton. She has over 10 years experience delivering successful changes across industries demonstrating success in high stakes and high stress environments. Jamie provides a collaborative leadership style that enhances diverse team member strengths to enable graceful adoption of process improvements.
Julia Okinaka
Board Member
Julia brings over 25 years of experience in IV&V, project governance, system implementation, change management, and process improvement. Julia has significant experience overseeing large, multi-year IT modernization projects. She is a certified IV&V Technical Associate, Lean Six Sigma Black Belt, Certified ScrumMaster, Prosci Certified Change Practitioner, and Design Thinking professional. Juila is a people-first collaborator who is passionate about helping people and organizations reach their full potential.
